
Neighbors have voiced concerns about the upcoming apartments called Fairview Village at 5123 Bond Street. At a special meeting of the WPNA Board, the Board voted to host information about the project on the website for interested neighbors.
Neighbor Concerns:
- There are fewer parking spaces than there are bedrooms in the building. This is due to an allowance in Boise City Code that allows reducing parking when there are some units classified as ‘low income.’
- The height of 70 feet, six stories, will dwarf the surrounding buildings, and may shade surrounding homes and businesses.
- The added traffic to the neighborhood may be too much for the smaller streets that have no sidewalks. Without sidewalks, people may have to walk, bike, and ride in busier streets around the overflow of excess parking from the complex.

The plan and design record is DRH25-00226. Click on the green “Documents” link then the blue “View Record Documents” and wait. Eventually, a list of plans and filings will appear at the bottom of the page.

What to do next:
The Boise City Design Review Commission will hold a public work session on Wednesday, November 12, 2025 at 5:00 p.m. This hearing will be conducted in Maryanne Jordan City Council Chambers, on the third floor of City Hall and through the virtual format of Zoom. Instructions on how to attend and participate can be found online at: www.cityofboise.org/virtual-meetings. The Design Review Commission will only discuss the design of the building itself and whether or not it legally meets the MX-3 zoning code. The commissioners told neighbors during the 10/8/25 meeting that they are not allowed to consider issues of traffic, number of units, number of parking spaces, etc. — they can only consider if it meets zoning code. At the November 12 work session, they will likely issue their final approval.
According to the 10/8/25 meeting approval letter, “The final decision of the Design Review Commission may be appealed to City Council within ten (10) calendar days from the from the date the final action letter is issued. The appeal must be written, accompanied by the appropriate fee, and submitted to the Planning and Development Services Department prior to the deadline set forth herein. Appeal application forms are available in the Planning Department or online under Applications at: cityofboise.org/pds-appeal.” Any appeal will be due within 10 days of the November 12 meeting, so, before the end of the day November 22.
